4:00 AM UPDATE: Large Police presence near NDSU

4:00 AM UPDATE: Here is the latest on the situation in the area of College Street: At 2:08 a.m., a flash bang was used by the SWAT team, which arrived before 1 a.m. Then, at 2:30 a.m., the children were reunited with their mother. At that time, SWAT was still processing the scene and the shelter in place was still in effect. Then, at 3:03 a.m., 12th Avenue North reopened and the shelter in place was lifted. As of this report (4 a.m.), the scene is still an active investigation, and no arrests have been made at this time.

12:55 AM UPDATE: As the situation enters its third hour, no resolution has taken place. A reporter on scene says that a perimeter has been set up, and no changes to the home have taken place since the beginning of the situation. It is still a very active situation, and those in the vicinity are strongly encouraged to evacuate their homes, or, at the very least, shelter-in-place.

11:53 PM UPDATE: WZFG News also learned, during the media briefing, that the man inside the home is armed.

11:45 PM UPDATE: Fargo Police now say 12th Avenue North is closed from Albrecht Drive to University Drive. Those needing to travel in the area are asked to find alternate routes.

11:40 PM UPDATE: Shortly after 11 p.m. tonight, Fargo Police Department Public Information Officer Jessica Schindeldecker held a media briefing near the scene. Schindeldecker says that, shortly after 10 p.m., officers were dispatched to a verbal domestic, outside of a residence in the 1100 block of College Street.

When authorities arrived, they spoke with both parties. A male ran away, and entered the residence, locking himself inside.

Police say there are two young children inside the home. There is an active protection order in place between the male and female, and the male is known to police, and they have reason to believe he "may be a threat to himself or others."

Officers ask that residents in the area either evacuate the area, or shelter in place.

11:10 PM UPDATE: The situation continues to be active on College street in North Fargo, where police from both the Fargo Police Department and North Dakota State University Police Department are on the scene of a reported domestic situation. Individuals in and around the area are asked to stay clear of the area at this time.

ORIGINAL STORY: Police from the Fargo P-D and NDSU P-D are on the scene currently of a reported domestic situation. The incident is occurring on College Street.
