(Bismarck, ND)  --  North Dakota lawmakers are working to clarify the process used to fill the legislative seat when the election winner has died.  The House bill comes after Governor Doug Burgum took a fight for appointment rights to the state Supreme Court after the Republican winner of the District Eight seat had died while voting was underway in November.  The proposed bill would put into law the process the court outlined, making District parties responsible for naming a successor in the case of an office holder's death or resignation.
