The City of East Grand Forks, Minn., has declared a snow emergency in the community.
According to the City offices, the snow emergency began this morning at 3 a.m., and will be in place until all streets have been cleared to their full width.
No parking is allowed on City streets, and vehicles parked on the streets are subject to ticketing and towing.
