North Dakota Governor Doug Burgum has ordered all flags to be at half staff, until sunset today. Burgum says he encourages North Dakotans to do the same at their homes and businesses, as a mark of respect for the victims of last week’s shooting at the Capital Gazette newspaper in Annapolis, Md. This order includes all state and national flags.
