Governor Burgum makes special session official, discusses policy plans

(Bismarck, ND) -- North Dakota lawmakers will head into Special Session Nov. 8. Governor Doug Burgum made that announcement during a press conference today.  He also discussed the American Rescue Plan Act (ARPA), and recommended tax credits to North Dakotans.

The Governor says the Special Session will focus on redistricting, tax relief, economic development and workforce investments.

Burgum also proposed several ways to spend the $1.1-billion under the umbrella of the "American Rescue Plan Act". Those projects include career tech investments, road and water maintenance, and income tax relief. The governor says nearly $423-million is going towards appropriations made last spring, while $113-million is being directed to capital projects for workforce enhancements. The proposals come after weeks of negotiations with both members of the House and Senate. A remaining $697-million of ARPA money is still up for discussion. 

Finally, Burgum has recommended using nearly half of the states separate $413-million fund from the 2019-2021 biennium to provide tax credits for up to 350,000 North Dakota residents. He says the $500 tax credit would provide meaningful relief for those who continued to work throughout the pandemic. He promoted the idea by saying, "We can afford to – and we should want to – provide this tax relief to our hardworking citizens."
