Offense Background:
Charboneau was convicted on January 1, 2004 of Sexual Contact w/Incapable Person in Pennington County District Court SD. He was convicted on January 4, 1990, of Aggravated Sexual Abuse by Use of Force in US Federal Court, ND where his victim was under the age of 15. He is a lifetime registrant.
