Update: Four arrested in South Fargo knock and announce high risk search warrant

(Update: 4:18 p.m) -- The Fargo Police Department is confirming nine individuals are currently detained following the high-risk search warrant this morning.

Officials say four individuals have been arrested, and have been transported to the Cass County Jail for various charges...

·         Jeffery Higdem | 38-year old male | No permanent address: Arrest warrants for Burglary, Possession of Narcotics and Possession of Drug Paraphernalia (Cass County) and Misdemeanor Fleeing (West Fargo)

·         Ronald Chasing Bear | 33-year old male | Moorhead resident: Arrest warrants for two counts of Felony Domestic Assault (Clay County)

·         Jennifer Fay | 45-year old female | Fargo resident: Arrest warrants for Probation Violation and Possession of Drug Paraphernalia (Cass County)

·         Holly Parisien | 41-year old female | Fargo Resident: Possession of Methamphetamine

“Today’s coordinated operations were an example of strong teamwork and collaboration among City departments and law enforcement partners, "said Fargo Police Chief Dave Zibolski, "Fostering safe neighborhoods is our goal and this morning’s efforts were another example of our commitment to that mission.”

In addition to the charges, The City of Fargo Inspections Department investigated the residence and identified numerous concerns. The department says multiple issues related to mold, structural stability, electricity and wiring concerns, and general habitability of the building. As a result, the city has labeled the residence as dangerous, and a perimeter has been placed around the property.

Fargo officials say if the property owner does not bring the residence up to compliance with city code, the city commission has the ability to remove the structure from the property.

(Update) -- Two people were placed into custody from the incident. SWAT has cleared the scene, and in all six were detained. The investigation into drug activity at the home at 5th street south and 10th avenue south continues.

(Fargo, ND) -- The public is being asked to avoid the area near 5th street south and 9th avenue south due to a high-risk search warrant.

The Fargo Police Department tells WDAY Radio that at approximately 6 a.m, Red River Valley SWAT and FPD began assisting the Cass County Drug Task Force with the high-risk, knock-and-announce search warrant at a private residence within the 900 block of 5th Street South. A perimeter has been set up around a house and multiple individuals are believed to be inside.

When no response was given, the SWAT Team utilized a Flash Sound Diversionary Device to create a loud bang and bright flash of light. The use of an FSDD is intended to create a distraction for the suspects to allow the officers to perform tasks that may put them in danger, unbeknownst to the suspects.

SWAT remains fully engaged at the scene, and member of the public are asked to avoid the area at this time.
