UPDATE: Man Arrested After Causing Closure Along I-94 in Alexandria

UPDATE: A man is in custody after causing a major delay along I-94 Wednesday morning.

At 5:38 am, the Douglas County Sheriff's Office received a report of a suspicious person in a vehicle at Paul's Pump and Pantry in the City of Osakis. While a Douglas County Deputy responded to the report he was advised the vehicle left traveling westbound. The Deputy located the vehicle at Brothers Market in the City of Osakis and while making contact with the occupants a female passenger fled on foot. The vehicle, a 2006 gray Chevrolet Cobalt driven by 30-year-old Dakota Kalob Medicine fled from the scene.

The deputy pursued the vehicle southbound from the City of Osakis. Medicine was traveling at a high rate of speed as he was tossing items from the vehicle. Medicine entered I-94 westbound at mile marker 114. The vehicle became mechanically disabled and stopped near mile marker 111. Medicine would not respond to verbal commands from the deputy to exit the vehicle. Medicine used clothes to block the view inside the vehicle and barricaded himself inside the vehicle. The westbound lanes of I-94 were shut down while other units along with the Douglas County SWAT Team responded to the scene to assist.

After multiple attempts to contact Medicine with verbal commands and cellphone calls the SWAT Team approached the vehicle and was able to see him. That's when SWAT Team members broke out windows of the vehicle and were able to gain entry and remove Medicine from the vehicle. Medicine was breathing but unconscious. Emergency medical efforts were initiated by SWAT Team members and North Ambulance who was already on scene. Medicine was transported to Alomere Health Hospital then transferred by LifeLink to HCMC for further treatment. Medicine has active felony warrants out of multiple counties which include assault with a dangerous weapon, fleeing, and drugs.

The female who fled was located by the Osakis Police Department and later released.

Both west and east bound lanes of I-94 were shut down for a period of time while the incident played out. The incident remains under investigation. Charges connected with this incident are undetermined at this time.
