(Bismarck, ND) -- The North Dakota Department of Human Services is launching an Early Childhood Division. The launch was celebrated Wednesday.
The EC Division is working to provide enrichment experiences to children before they enter Kindergarten.
Experts say 95-percent of brain development happens before age five.
