(Fargo, ND) -- A Texas state Senator says the accused shooter at Robb Elementary School was born in North Dakota.

Senator Roland Gutierrez said in an interview with CNN Tuesday that the 18-year-old was born in North Dakota, but didn't say where. The accused shooter most recently lived in and went to high school in Uvalde, where the shooting happened. The shooter, identified as 18-year-old Salvador Romas, is dead and is believed to have been killed by responding law enforcement officers.

Governor Burgum is directing all government agencies to fly the United States and North Dakota flags at half-staff in remembrance of the victims of the shooting. The directive follows a similar proclamation by President Biden. Burgum is encouraging all North Dakotans to do the same at their homes and businesses.

Besides the alleged shooter, at least 19 students and two adults were killed. Several others were injured.
