Police Arrest Man After Vehicle Chase

 

Wednesday morning, at 4:21 a.m., Fargo Police officers attempted a traffic stop on a stolen vehicle, driven by Leroy Esquire Manning, 30 years old, with no permanent address. Manning fled at a high rate of speed.

Later in the morning at 9:31 a.m., officers located the vehicle at 15th Avenue South and 42nd Street South, and attempted to make a traffic stop. Manning again fled in the vehicle. Officers continued to keep an eye on him from a distance without lights or sirens.

Manning continued to drive recklessly through the City of Fargo, running red lights, driving backwards down the road, and continually attempting to bait officers by driving past them slowly and displaying unfriendly hand gestures.

Fargo officers were authorized to use a tire deflation device if it could be deployed safely. Officers seized an opportunity at 9th Avenue South and 42nd Street South., where Manning was driving slowly. The tire deflation device was successful and Manning drove away southbound with flat tires.

Manning's vehicle left the roadway in the 2300 block of 42nd Street South, and struck a fire hydrant.

Manning surrendered and was arrested for fleeing in a motor vehicle, reckless endangerment, and driving under suspension fourth or more offense in five years.
