From the National Weather Service in Grand Forks:
Ground blizzard expected beginning early Sunday morning through Sunday evening. Whiteout conditions possible in open country. Periodic reductions in visibility in town.
Gusts up to 50 mph; dusting of new snowfall expected.
Visibility will gradually improve Sunday night as winds weaken.
Dangerous wind chills of -25 to -45 expected by Monday morning.
