The claim is according to WalletHub, who ranks places North Dakota 42nd overall for states with the highest drug use. Metrics used for the study place state in the bottom five for multiple categories; including the percentage of teenagers who were offered, sold, or given illegal drugs on school property, the percentage of adults who use drugs, and opioid deaths per capita. Despite this, the state places 4th overall for the most drug arrests per capita.
