(Washington, DC) -- The Biden administration is defending its decision to send controversial cluster munitions to Ukraine.
National Security Adviser Jake Sullivan said the U.S. recognizes the risk of civilian harm from the munitions, but said there's also a massive risk if Russia advances and takes more Ukrainian territory.
The bombs are designed to explode and send multiple small munitions over a wide area.
They're controversial due to the risk that unexploded bombs can later injure or kill civilians.
