FARGO, N.D. – A high risk sex offender moves near the North Dakota State University Campus.
Thirty-three-year-old Rico Harland has registered at 734 College Street North in Fargo. He has to be on the sex offender registry for life.
In 2009, Harland was convicted of gross sexual imposition in Towner County. The victim was a 13-year-old girl. Harland was convicted of gross sexual imposition in 2013 in Towner County. The victim was a 14-year-old female.
