BISMARCK, N.D. – North Dakota House Majority Leader Mike Lefor says a conference committee has agreed on terms for a property tax relief and reform bill just days before the end of the legislative session.
After the figure went up and down for weeks, Lefor says lawmakers have now settled on a $1,600 primary residence tax credit.
The deal will also maintain a cap on future increases in local property tax budgets at 3% per year.
The “skin in the game” concept that was also being argued requiring homeowners to pay a portion of their tax liability has now been thrown out.
“It does take until the very end as these budgets start to pass and then you see what is allocated for that,” said Lefor. “That becomes a final number and then you know where you’re at in the general fund.”
Lefor believes Governor Kelly Armstrong will sign the bill.
The governor initially proposed a $1,550 primary tax credit and a three percent cap on growth during his State of the State Address January 9.
