Cass Deputies Arrest Two Who Were Submerged in Flood Waters

At approximately 11:30 AM on Monday, two Cass County Deputies were patrolling in the area of 170th Ave SE and 27th St SE; north east of Harwood, when they observed two vehicles that appeared to be stuck on a minimum maintenance roadway surrounded by water. The vehicles were a mile north of law enforcement on an unpassable road.  A short time later, two of the four individuals walked to the deputies and advised deputies the remaining two individuals possibly had active warrants.  The two responsible individuals left the immediate area of the vehicles towards a flowing drainage ditch and a washed out roadway.  With the use of ATV’s to gain access to the area, law enforcement was able to locate 39 year-old Jessica M. Trottier and 38 year-old Thomas. L. Hibpshman completely submerged in water attempting to conceal themselves.  Law enforcement immediately rendered aid considering both individuals were exhibiting signs of hypothermia.  Ambulance staff transported both parties to a metro hospital for treatment prior to both parties being transported to the Cass County Jail and held on their active warrants.
