Fargo Police say High-Risk sex offender has registered address in the city

(Fargo, ND) -- The Fargo Police Department says a High-Risk sex offender has moved into the city.

Authorities say Richard Dwayne Perry, 34, registered his address at 809 11th Avenue North in Fargo. Perry was assessed as a High-Risk sex offender because his conviction in Cass County District Court. His victim was 30-years old. Perry is a lifetime registrant, and is described as 6"4', 230lbs, and has brown eyes with black hair.
