(Minneapolis, MN) -- A new policy eliminates the ability of Minneapolis police to apply for or execute no-knock warrants.

Mayor Jacob Frey announced the special order Tuesday. The policy change is the latest effort to address the use of no-knock warrants following the police killing of Amir Locke over the winter.

The new policy requires officers serving a warrant to announce their presence and wait 20 seconds during the day or 30 seconds at night before entering, except under specific circumstances. The destruction or removal of narcotics does not qualify as a special circumstance.

The new policy goes into effect Friday.
