(Bismarck, ND) -- The North Dakota Industrial Commission is planning to file suit against Minnesota over its new carbon-free electricity bill.

Governor Doug Burgum says Minnesota's government is overreaching.

Burgum says the move would prevent North Dakota utilities from exporting power generated from coal and gas to Minnesota.

The North Dakota Lignite Energy Council says the state exports about half of its electricity supply, with the majority going to Minnesota.
